Here is the base image of PanOS 7.0.x(7.0.1, they start from .1 because .0 had a critical issue) and last release in this branches — 7.0.8.
You should deploy 7.0.1 from the OVA to your ESXi host and then upload 7.0.8 via WebUI(or CLI) and install it. Smiliey
* In WebUI go to Device > Software
* Click Upload and select 7.0.8 file
* After upload will complete click ‘Install from file’ and select uploaded 7.0.8 image
Default management IP addess is 192.168.1.1(you can reach the firewall via https or ssh). Mgmt interface is the first interface.
